Rule Changes


The following rule changes were released by IndyCar on June, 8, 1996:

The following road course pit lane procedures will apply for this weekend’s race when an on-track condition occurs which required a full-course yellow:

If possible, the yellow signal will be delayed to allow the race leader the opportunity to pit before being captured by the pace car. In such case, the pit lane will remain open to all competitors that wish to pit. The pace car will pick up the leader or the competitor directly behind the leader that remains on the race track pursuant to rule 6.11.3 of the 1996 IndyCar Rule Book.

If the on-track condition is such that the yellow signal must be displayed without regard to the position of the leader, the pace car will be dispatched immediately and the pit lane will be closed. In this case the pit lane will be opened to all competitors after the leader is behind the pace car and a pack up is formed.

Upon exiting the pit lane, competitors will join the pack up at the at the end of the line.

RESTART:

After all competitors have had the opportunity to pit and the Stewards are satisfied that the condition of the course will allow, all competitors between the pace car and the race leader will be waved by the pace car to circle the track and line up at the end of the pack. The pit lane will be closed to any competitor waved by the pace car once the pass-by activities begin. A black flag penalty will be assessed to any competitor that violates this provision. The extent to which the competitor is detained in the pit is at the sole discretion of the Chief Steward.

Competitors on the lead lap will move forward forming a single line in their then current race position. The leader will be directly behind the pace car. Lapped competitors will drop back and line up behind the lead lap competitors. The Chief Steward may elect to direct any lapped competitor to any position in the line representative of that competitor’s current race position or to the back of the line. Any competitor uncomfortable with his position may move to the back of the line.

The restart will be single file.

As at the start of any race, the rule for all restarts shall be that no competitor may pass any other competitor until after the start/finish line. However, any competitor not able to maintain the pace of the restart or unable to accelerate properly should move off line in the direction agreed upon in the driver’s meeting to allow competitor who are able to keep pace to pass.

MODIFIED PROCEDURES: If a full course yellow occurs during the closing laps of the race, the Stewards may modify this procedure in an attempt to resume competition prior to the end of the race.
