Penalty for causing red flag conditions now to carry over to next session

CART Vice President of Competition J. Kirk Russell, and Chief Steward Wally Dallenbach announced at Portland that any driver who initiates a red-flag condition during the final 10 minutes of any practice or road course qualifying session may be subject to an eight-minute penalty. This penalty would be assessed in addition to the eight-minute penalties already stipulated in the CART rule book for drivers who cause red flag conditions twice or more in the same practice session or at any time during qualifying.

The additional penalty would be assessed at the end of the next CART practice or qualifying session of the same type in which that driver is eligible to participate. If the penalty has not been assessed during the event of occurrence, the penalty will carry forward to the next event. Assessment and fulfillment of the additional penalty is at Dallenbach's discretion
